No, actually it's a yellow shirt over bra-less boobies. It's a "normal" shirt. Though if she wanted a shirt like that she'd be well within her legal rights to go "topfree" in NYC. Since 1992 (I don't have the exact legislation at hand) I haven't seen many women exercise their right to be topfree. That's unfortunate. A right that no one excercises isn't much of a right at all. I guess the mermaid parade is the exception.
